CLAP, the acronym
of Committee for Legal Aid to Poor, is a Non-Governmental Voluntary
Organisation registered under the Societies Registration Act 1860
(Act XXII of 1860) of India. It is a legal service and advocacy
organisation, which seeks to accomplish freedom, liberty, justice,
equity and fair play for every individual in the society. For this
purpose it promotes human right with dignity and democratic
development.
CLAP got
registered as a Society on November 18th 1982. It traversed a long
journey for realisation of Human Rights through the means of law in
India and observed Silver Jubilee of its existence in 2007. It is
based in Cuttack City (the erstwhile capital city of Orissa) in the
State of Orissa in India. It works in various states of India with
primary focus on Orissa.

CLAP has been a
recipient of financial support of the BvLF since June 1998 towards
its project In Defence of the Child, which was implemented in
various phases covering different aspects of ECCD and Child Right in
Early Childhood. It has been working since then to expand and
strengthen legal dimension of ECCD in India in its manifold
manifestation. The CLAP with the generous support from BVLF during
June 2007-May 2010 for In Defence of the Child - IV pioneered the
idea of a legal framework for early childhood education in India.
This pioneering effort of CLAP was based on Article 45 of
Constitution of India, which was incorporated by 86th Constitutional
Amendment Act 2002 (93rd Constitutional Amendment Bill) relating to
State Policy on ECCE along with incorporation of the provision
recognizing education as a Fundamental Right for children in the age
